Dear Prof. Joash Ojo Amupitan, SAN, Chairman, Independent National Electoral Commission-INEC, Sir,

I write on behalf of both some of the 500,000 constituents of Obio/Akpor Federal Constituency and over 2,500 lawyers and members of the Incorporated Trustees of the Association of Legislative Drafting and Advocacy Practitioners-ALDRAP.

We write to respectfully request that you and INEC undertake an in-depth legal examination (as thorough as a DNA test) to ascertain whether Hon. Kingsley Ogundu Chinda has not violated (and continues to violate) the rules against simultaneous dual membership of both the All Progressives Congress (APC) and the People's Democratic Party (PDP)?

Based on the outcome of the forensic analysis, we respectfully request that you and INEC issue a formal letter of disqualification of Hon. Kingsley Ogundu Chinda as the APC Rivers State Governorship candidate based on his violation of Section 77 of the Electoral Act, 2026.

We conclude by respectfully requesting that you and INEC formally institute criminal charges against Hon. Chinda before the relevant court of law wherein you seek the imposition of both the two years imprisonment and the fine of ₦10,000,000 (ten million naira only) which is the prescribed penalty for dual membership under the said Electoral Act, 2026.

All this arises based on the report that Hon. Chinda's letter of resignation from the position of Minority Leader of the House of Representatives, National Assembly dated 23rd April 2026 was formally read yesterday 2nd June 2026.

As you and INEC are both enforcer, and custodian of electoral laws of Nigeria, this is an opportunity to demonstrate you and INEC's impartiality and neutrality and to dispel the rumours that the Chairman of INEC is afraid to take any action against both Hon. Minister of the Federal Capital Territory (FCT) who is a major backer of Hon. Chinda.

The rumour is that the Chairman of INEC has allegedly previously given gratification to the Chairman of INEC in the form of houses and landed property within the said FCT.

We trust in you and INEC to use this "DNA test" of determining the true "gender" of Hon. Chinda's political party affiliation at the time of his contesting the APC Rivers State Governorship primaries election on 21st May 2026.

This would restore the confidence of the general public in both you and INEC's impartiality as an umpire that is capable of conducting credible elections in the forthcoming general elections of 2027.

We look forward to you and INEC undertaking this "DNA test" and INEC issuing a clear public statement confirming the voting status of "hermaphrodites" like Wike and now Hon. Chinda that both belong to two political parties simultaneously!!!
